Il comportamento descritto può configurare il reato di matrattamento di animale e per tale motivo l'animale può venire sottratto alla pardona. Cerca prima un riferimento alle associazioni per la protezione degli animali (ti suggerisco l'Oipa) prima di rivolgerti alla Polizia Municipale o all'ASL......
