Ma ancora non capisco. Se la procedura di identificazione e notifica deve essere fatta da un pubblico ufficiale, questa procedura è del tutto illegale, a prescindere dall'effettiva infrazione.

Personalmente "preoccupa" la tendenza,a quanto pare ben radicata, di dare multe a "random".
